Release notes for GG 3.1

Here’s what we changed:

• Moments capture is now correctly defaulted to off. Some users erroneously had Moments capture enabled without turning it on themselves, but now capture should only start if it’s been explicitly enabled.
• Fixed a crash when placing the start of a GIF before the clip trim area
